4.  Kansas allows private citizens to be licensed to carry concealed firearms if they do not have a felony record or a history of mental health problem and have successfully completed a required training program.  The law intended that there be consistency in the law in every location of the state.  There is a bill to remove from the cities the ability to pass a stricter concealed firearm law than has been passed by the state.  Should cities be barred from enacting ordinances that conflict with state laws regarding concealed carry?

6.  Retired public employees who retired under KPERS which is a defined benefit plan (that means that the amount a person was promised when they retired at is all that the state is required to provide.)  At times, the state has given a cost of living increase (COLA) to retirees who have been retired for a fairly long period of time.  There are a number of retirees who believe the state should implement another COLA for them.  The plan was not designed to provide COLA’s so in order to stay actuarially sound the state would have to take several million dollars a year from the General Fund to meet such an obligation.  Do you believe that the state should use taxpayer money to give another COLA to the retired public employees?
