Representative King Proposes Constitutional Amendment to Cap Property Valuations for Seniors
TOPEKA - Representative Jeff King (R- Independence) and Representative Jene Vickery (R-Louisburg) announced today their plan for a constitutional amendment capping property valuations for seniors.
“Kansas seniors have struggled for too long to pay rising property tax bills on fixed incomes,” said King. “Our proposal empowers the people of Kansas, letting them decide whether the Legislature should reduce the property tax burden on fixed-income seniors.”
According to the AARP, Kansas is one of only seven states that does not have a full or partial cap on property tax increases for seniors or low-income homeowners. “Too often retired Kansans are moving to other states to escape the heavy burden of our current property taxes,” said King. “The government is literally taxing our seniors out of Kansas.”
The proposed amendment alters section 1 of article 11 in the Kansas Constitution by specifically stating that the Legislature shall prohibit valuation increases on the principal place of residence for Kansas homeowners 65 years or older. The proposal specifically targets fixed-income seniors by allowing the Legislature to limit this valuation cap based on such factors as the income and property value of Kansas seniors.

If the proposed amendment receives a two-thirds majority in both the House and the Senate, Kansans will vote on this issue in the 2008 election cycle.
